Hong Kong PhD Fellowship Scheme

Hong Kong PhD Fellowship Scheme at Research Grants Council, Hong Kong

If you want a funded PhD abroad, the Hong Kong PhD Fellowship Scheme is one of the strongest options available right now. Run by the Research Grants Council (RGC), it pays a generous yearly stipend plus a research travel allowance for full-time PhD study at Hong Kong’s eight publicly funded universities.

There is only one real catch: a strict two-step application with a hard deadline. Your initial RGC application and your full university applications are both due by 1 December 2026 at 12:00 noon Hong Kong Time.

Who should apply — and who should not

This fellowship is for people seeking admission as new full-time PhD students at UGC-funded Hong Kong universities. Your country of origin, prior work experience, and ethnic background do not matter — the scheme is open to the whole world. You need to show outstanding academic performance, real research ability or potential, strong communication and interpersonal skills, and leadership ability.

Be honest with yourself before you start. This is not for students who are already enrolled in a PhD programme — it is for new admissions only, and not for part-time study plans. And if your grades are average with no research experience and no evidence of leadership, your energy is better spent on a less competitive funded route — for example, the SEdARC ESRC PhD studentships in the UK serve a similar audience.

What the money really means

The numbers deserve a close look because they decide your daily life for three years. Hong Kong is famous for high rents, but HK$344,400 per year is a genuine salary-level income for a student, not a symbolic grant — it is designed to let you focus on research instead of hunting for part-time work.

On top of the stipend comes HK$14,400 per year for conference and research-related travel — the allowance that funds presenting your work internationally. If your PhD needs more than three years, your chosen university may provide additional support; ask the university directly.

How the two-step application works

This is the part applicants most often get wrong, so read it carefully. There are two applications, not one. First, you submit an initial online application to the RGC through the HKPFS system for up to two PhD programmes at one or two universities. Second, you separately submit full PhD admission application(s) directly to those universities, and must meet their admission requirements in full.

The universities then conduct interviews with applicants as part of the assessment. Both steps share the same deadline window: the 2027/28 call runs from 1 September to 1 December 2026, and everything must be in by 12:00 noon Hong Kong Time on 1 December. Miss either step and your application is incomplete.

How to make your application strong

Two expert selection panels review the applications — one for Sciences, Medicine, Engineering and Technology, another for Humanities, Social Sciences and Business Studies. They judge candidates on four yardsticks: academic excellence first, then research ability and potential, communication and interpersonal skills, and leadership abilities.

  • Choose your programmes with strategy, not prestige alone. You get two choices across one or two universities — pick departments whose faculty actually work in your research area.
  • Show research potential with evidence, not claims. A published paper, a thesis, a research assistant role, or even a strong final-year project all count — describe what you did and what you learned.
  • Prepare for the interview like a professional conversation. Universities interview applicants as part of the assessment, so be ready to explain your research interests out loud and confidently.
  • Leadership does not need a fancy title. Organising a seminar, leading a study group, volunteering, or running a student project all demonstrate it. Name one or two real examples from your own life.

What happens after you apply

Shortlisted applications are reviewed by one of the two expert panels according to the applicant’s broad area of study. If you are selected, you receive the fellowship for three years at your chosen university.

Here is the safety net many applicants miss: candidates not selected for the fellowship may still be accepted by the university for regular PhD admission and offered a postgraduate studentship. So the university application is worth real effort even if the fellowship is a long shot. If you are weighing funded study routes at other levels too, the University of Dundee Global Excellence Scholarship supports postgraduate study in the UK, and the Justus & Louise van Effen Excellence Scholarship funds master’s-level study in Europe.

Frequently asked questions

Do I need to come from a specific country to apply?

No. The scheme accepts applicants irrespective of country of origin, prior work experience, and ethnic background.

Can I apply to any university in Hong Kong?

Choose up to two programmes at one or two universities, but they must be UGC-funded — Hong Kong’s eight publicly funded institutions.

Is the fellowship really enough to live on in Hong Kong?

HK$344,400 per year is a full student income, with an extra HK$14,400 per year for research travel. The official page gives no cost-of-living breakdown, so plan your own budget.

What if my PhD takes longer than three years?

The fellowship itself lasts three years. The official page says universities may provide additional support to awardees who need more time — contact the university directly for details.

If I do not win the fellowship, is my effort wasted?

Not necessarily. Universities may still accept you for regular PhD admission with a postgraduate studentship, so the application can still lead to a funded PhD place.
